Abstract

From the end of the nineteenth century until the second half of the twentieth century we had the period of the State of Social Welfare, a period of marked state intervention in social and economic issues, Pope Leo XIII's encyclical papal rerum novarum, the end of World War I (1914-1918), the Mexican Constitution of 1917, the Weimar Constitution of 1919, that same year we had the Treaty of Versailles, which founded the ILO, a permanent organ of the United Nations since the end of World War II, and the so-called Welfare State. With the end of the Second War, in 1945, until the year 1970, labor law reached its peak, the so-called Golden Age, in the words of Jean Fourasié, "the thirty glorious years." This phase was known as the phase of "social constitutionalism".
