Transitioning towards Circular Agriculture for Sustainable Food Security: An Analytical Study of Regulatory Frameworks and Pioneering Initiatives from the Dutch Experience

This study examines the transition towards circular agriculture as a strategic imperative for restructuring food systems on sustainable foundations, through an analysis of policy frameworks and pioneering initiatives drawn from the Dutch experience. Employing a descriptive-analytical methodology alongside a case study approach applied to the "Kipster" and "Protix" initiatives, the findings reveal high resource valorization efficiency; these models succeeded in reducing carbon emissions and releasing vast tracts of agricultural land. The financial analysis, however, indicates divergent performance outcomes: while the "Kipster" model achieved tangible operational savings, the "Protix" model faced capital intensity challenges stemming from the complexity of the technologies employed. The study concludes that the success of this transition hinges on the integration of the "Golden Triangle" model, flexible regulatory frameworks, and sustainable green financing. It recommends that Algeria accelerate the activation of a national biomass valorization economy and the decoupling from global raw material supply chains, thereby ensuring sustainable food sovereignty for future generations.
