Institutional violence and hypervulnerability: the transfer of incarcerated women from imperatriz to São Luís and the closure of the women's unit in the tocantina region

Abstract

This essay aims to discuss, briefly, the vulnerability of women incarcerated in Maranhão, aggravated by the absence of specific penitentiary establishments spread across the interior of the state and even more so by the recent closure, for this public, of the Davinópolis unit, close to the city of Imperatriz, which serves the entire so-called Tocantina region. As a result, all the women who were confined there were transferred to the capital, more than 600km away, making it difficult, if not preventing them, to spend time with their families, especially their children. The hypothesis worked is that the public administration adopted this measure as a way of containing expenses, but ended up incurring a serious attack on the human and fundamental rights not only of the people directly affected, but also of their families and minor children, as well as those who may suffer some type of restriction on their freedom of movement in that region. The objective is to demonstrate that the opposite path should be taken, with an increase in vacancies for women in the interior, and that access to all rights should be given to people serving a sentence, such as access to work and education. , but without neglecting the necessary proximity to family life, all equally relevant for extrication and combating recidivism, in the interest of society as a whole. The work was developed through the analysis of a specific case in comparison with the results of bibliographical research and official data.
