Focus and Scope
Processus College proudly presents the journal Revista Processus de Políticas Públicas e Desenvolvimento Social, linked to the Master in Public Policies and Social Development program. In this scientific journal, scientific articles or literature review articles by doctors and academics from Brazil and around the world are published. The journal is inter and multidisciplinary, and its main areas are Political Science, Law, and Sociology. The journal has an institutional relationship with the PPG in Public Policies and Social Development, currently being implemented at Processus College. This electronic scientific journal is published twice a year, with two issues per year, and is registered under ISSN: 2675-0236 (online). Processus offers the Processus Journal of Public Policies and Social Development to its students and faculty, the academic community and society in general. All biannual issues (January-June; July-December) are available in the electronic version, with free access, without any lucrative purpose, and can be accessed through the institutional website of the Processus Faculty and/or the Processus Journal of Public Policies and Social Development.

The "Revista Processus de Políticas Públicas e Desenvolvimento Social" has as its mission to contribute to the evolution of knowledge in the field of inter and multidisciplinarity, which involves scientific knowledge of the themes of Political Science, Law and Sociology, contemplating aspects related to social and business organizations, public and private, and other issues of social relevance. The aim of this journal is to divulge the scientific production of the students and professors of the Processus Faculty, while also being accessible to researchers from other institutions in Brazil and abroad, who contribute to promoting the debate of ideas and stimulating scientific research. Aiming also to maintain the social interlocution always carried out by the Processus Faculty, the periodical will also divulge the studies, interviews and researches developed in the scope of the extension activities, in which the partnership between the Institution and the community becomes more and more intense, making possible a real integration between the academic community and society in general. The "Processus Journal of Public Policies and Social Development" will be able to add, besides the normal editions, thematic and special issues, as extra numbers, incorporating new sections, according to the developments of the Editorial Policy. Both the Editorial Board of the Journal (Editorial Policy Committee) and the Technical Scientific Staff (referees) are composed exogenously of Higher Education professors from several universities, university centers and colleges, involving course coordinators and researchers. The Institution hopes that this publication will become a dynamic instrument of reflection and debate, contributing to the solution of social problems.

The Processus Journal of Public Policy and Social Development is a biannual journal. The journal follows a continuous flow system for receiving submissions.

Peer Review Process
Scientific articles, literature review articles, case reports, short communications, and other articles that are related to the journal's outreach objectives will be accepted for evaluation by the editorial/consulting committee, with one of the authors holding a doctoral degree. The material is sent to consultants and reviewers, who will decide on the convenience of publishing it, in whole or in part, sending suggestions and possible corrections to the author. The Revista Processus de Políticas Públicas e Desenvolvimento Social adopts as its evaluation policy the "double blind peer review" system, promoted by members of its body of evaluators, registered on the journal's website. Submitted texts undergo an initial formal evaluation by the editorial team, which may request corrections and additions. Texts that do not fit the journal's scope, that do not fulfill mandatory requirements, will be archived.

The publication of articles is subject to the double blind peer review procedure.
2. The papers will be sent, with no identification of authorship, to two "ad hoc" referees with a doctoral degree, linked to Processus Journal of Public Policies and Social Development.
3. In case of controversy between the reviewers, the article is submitted to a third reviewer.
4. The referees are always PhD Professors affiliated to renowned national and foreign higher education institutions.
5.The criteria used in the evaluation form are the following:
(a)Is the referee in a position to evaluate the article as there is no conflict of interest?
b)Does the title clearly and sufficiently reflect the article's content?
c)Does the article comply with the journal's methodological standards?
d)Does the article present a scientific analysis of the topic?
e)Is there coherence and logic in the development of the topic?
f)Do the conclusions correspond to the research premises?
g)Are the bibliographical references sufficient, adequate and up-to-date?
h)Are the concepts used throughout the text, in general, correct?
i) Is the content in accordance with the criteria of not disseminating prejudice and/or defamation and slander that may harm the integrity of the readers and/or individuals cited?
j) Use this space to make general or specific comments you deem pertinent.
The possible results of the evaluation process are as follows:
(a)Article with no restrictions on Scientific content; can be accepted for publication.
b)Article with minor restrictions; can be accepted after author's review; does not need a new technical opinion.
c)Article with major content restrictions; it should not be accepted for publication.
The evaluation process usually takes 2 to 5 months.
The article rejection rate in 2019 was 62%.

Periodicity
Processus Journal of Public Policy and Social Development is a scientific journal, electronic, totally free, of open access, biannually and with continuous publication, which receives submissions of unpublished papers in continuous flow, in Portuguese, Spanish or English.

The Journal publishes two issues per year, released each semester, which together comprise one volume. Each article is published within an issue with its own table of contents. The periodicity of publication is biannual, with one issue every 6 months:

Issue for January/June: continuous publication from January to June
July/December issue: continuous publication from July to December

 

Archiving
PKP Preservation Network (PKP PN)

The PKP Preservation Network (PKP PN) provides free preservation services for any OJS journal that meets a basic set of criteria.

It uses the LOCKSS system to create a distributed archive system among participating libraries and allows them to create permanent journal archives for preservation and restoration.

 

Open Access Policy
This journal provides free and immediate public access to all content, which is licensed under a Creative Commons - Attribution 4.0 International (CC BY) license.

 

Copyright Policies
The submission of originals to Processus Journal of Public Policy and Social Development implies the transfer, by the authors, of the rights of publication. The copyright for articles published in this journal belongs to the author, with the journal's rights over the first publication. Authors may only use the same results in other publications by clearly indicating Processus Journal of Public Policy and Social Development as the medium of the original publication.

 

Conflict of interest
Conflicts of interest may arise when authors, reviewers or editors have interests that, apparent or not, may influence the preparation or evaluation of manuscripts. The conflict of interest may be personal, commercial, political, academic, or financial in nature.
When authors submit a manuscript, they are responsible for acknowledging and disclosing financial or other conflicts that may have influenced their work. Authors should acknowledge in the manuscript all financial support for the work and other financial or personal connections with respect to the research. They should disclose to the editors any conflicts of interest that might influence their opinion of the manuscript and, where appropriate, declare themselves unqualified to review it. If authors are unsure of what might constitute a potential conflict of interest, they should contact the Journal's editorial office.

 

Article Processing and Publication Fees
This journal does not charge the following fees to authors:

(a) article submission: 0.00 (BRL) No article submission fees are charged
b) processing: 0.00 (BRL) no fees for processing and publishing of articles
The journal does not charge authors' or readers' fees for submitted articles.

 

Publication Ethics and Disclaimer
The Processus Journal of Public Policy and Social Development, ISSN Online: 2675-0236, is dedicated to complying with good practices regarding moral conduct consistent with scientific journal editing. Prevention of malpractice is also a crucial responsibility of the editor and the editorial team: any form of unethical behavior, as well as plagiarism of more than 25%, is not accepted in Processus Journal of Public Policy and Social Development. Authors submitting articles to the journal declare that their content is original and guarantee that the work has not been published nor is under review/evaluation process in any other journal.

We suggest that authors are familiar with the COPE (Committee on Publication Ethics) guidelines on ethical principles in scientific publication.

 

Ethics Policy and Guidelines for Good Practice in Publication
This journal is committed to ethics and quality of publications, following international standards for scientific publishing. We advocate ethical behavior from all parties involved in publishing in our journal: authors, editor, referees, Editorial Team and the Publisher. We do not accept plagiarism or any other unethical behavior. To this end, the guidelines of the 2nd World Conference on Research Integrity, Singapore, July 22-24, 2010 are followed.

 

Duties of the Editor:

  • Publication decision: the editor is responsible for deciding which articles submitted í journal should be published. The editor is guided by the Policies decided by the Editorial Board. These Policies must comply with current legal requirements regarding defamation, copyright infringement and plagiarism. In making decisions, the editor may consult the Editorial Board and referees.
  • Transparency and respect: the editor will evaluate submitted manuscripts without regard to race, gender, sexual orientation, religious belief, ethnicity, nationality, or political philosophy.
  • Confidentiality: the editor and other members of the editorial team should not disclose any information about a submitted manuscript except to the referees and editorial advisors.
  • Disclosure and conflicts of interest: The editor should not use unpublished materials disclosed in a submitted manuscript in their own research without the author's express written consent. The editor should decline to evaluate manuscripts in which he or she has conflicts of interest due to competitive, collaborative, or other relationships or connections with any of the authors, companies, or (possibly) institutions connected to the manuscripts.
  • Involvement and cooperation in investigations: the editor should take appropriate action when ethical complaints have been made about a submitted manuscript or published article.


Duties of Referees:

  • Contribution to editorial decisions: reviewers' review assists the editor in making editorial decisions and through communications with the author may also assist the author in improving the article.
  • Timeliness: any article reviewer who does not feel qualified to review the article or knows that it will be impossible to read it immediately should notify the editor immediately.
  • Confidentiality: papers received for review should be treated as confidential documents. They should not be shown or discussed with others.
  • Objectivity standards: reviews should be conducted in an objective manner. Reviewers should express their points of view clearly and supported by arguments.
  • On sources: referees should identify relevant published work that has not been cited by the authors. The reviewer should bring to the editor's attention any substantial similarity or overlap between the manuscript in question and any other published work of which they have personal knowledge.
  • Disclosure and conflict of interest: privileged information or insights gained by the referee through reading the manuscripts should be kept confidential and not used for personal gain. The referee should not evaluate manuscripts in which he/she has conflicts of interest due to competitive, collaborative or other relationships or connections with any of the authors, companies or institutions linked to the manuscripts.

 

Authors' duties:

  • General rules: authors of papers that refer to original research must provide an accurate account of the work performed, as well as an objective discussion of its significance. Additional data must be accurately represented in the paper. The paper should contain sufficient detail and references to allow others to replicate the work. Fraudulent or intentionally inaccurate statements constitute unethical behavior and are unacceptable.
  • Originality and plagiarism: authors must ensure that works are entirely original and if they use the work and/or texts of others that this is properly cited. Plagiarism in all its forms constitutes unethical editorial behavior and is unacceptable.
  • Multiple or redundant publication: an author should not publish manuscripts that essentially describe the same research in more than one journal. Publishing the same article in more than one journal without informing the editors and obtaining their consent constitutes unethical editorial behavior and is unacceptable.
  • About sources: the work of other authors should always be acknowledged. Authors should cite publications that were important in determining the nature of the work reported. Information obtained privately, such as in a conversation, correspondence, or discussion with a third party, should not be used or reported without the explicit written permission of the source. Information obtained through confidential services, such as manuscript referees or grant applications, should not be used without the explicit written permission of the author of the work involved in these services.
  • Authorship: authorship of the work should be restricted to those who have made a significant contribution to the conception, design, execution, or interpretation of the study reported. All those who made significant contributions should be listed as co-authors. Persons who participated in certain aspects of the research project should be listed as collaborators. The lead author should ensure that all appropriate coauthors are included in the paper. The lead author should also make sure that all coauthors have seen and approved the final version of the manuscript and have agreed to its submission for publication.
  • Disclosure and conflicts of interest: all authors must disclose in the manuscript any financial or other conflicts that may influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.
  • Fundamental errors in published work: when an author discovers a significant error or inaccuracy in their published work it is the author's obligation to immediately inform the journal editor or the Journal Editor and cooperate with the editor to correct the article.

 

Plagiarism Review
The submitted papers will be technically reviewed for plagiarism analysis using the software purchased and licensed by Processus - "Plagius - Professional Plagiarism Detector 2.5.4". In the case of direct citations (even mentioning the source), the maximum allowed is 25%. In the case of plagiarism or self-plagiarism, the author will be informed that the source must be referenced, with a maximum allowed of 25%. Above this, the article is returned, with an indication of the problem. At this stage, the authors have a chance to make the necessary changes and resubmit the article to the Journal. Cases of plagiarism reported to the Journal after the articles have been published will be analyzed by the Editorial Committee and, if the complaint is confirmed, the article will be removed from the Journal immediately. Penalties may also be applied to the authors.
