Limites dos critérios de definição do objeto da licitação

Abstract

The theme of this article is the limits of the criteria for defining the object of the bidding process. The following problem was investigated: "What are the limits of the criteria for defining an object in the bidding process?" The following hypothesis was considered: "Would the absence of limits for selection criteria lead to the pursuit of an impossible object?" The general objective is to "understand the limits of defining the object." The specific objectives are: "to understand the principles that govern the bidding process"; "how to define the bidding object"; "what are the criteria for definition to ensure that competition is not affected." This work is important for a legal operator due to the importance of the stringent bidding process for the Public Administration; for science, it is relevant for promoting compliance with legal principles; it contributes to society by ensuring wide competition and consequently achieving the lowest price. It is a theoretical qualitative research with a duration of six months.
